![]() For those who still are struggling with the above-mentioned workarounds, you can export as "Create PDF/A" and this seems to work. Update - Apple still hasn't solved this basic issue, but I am glad that this post is helping people even now. I haven't encountered this issue with files downloaded using Safari. I would highly recommend that you use SAFARI to download or export or print the PDF. Some recent comments have mentioned that the Export option doesn't work for them or it's too much effort because they download many files a day. Update - It seems like this thread is still alive and helping people out. I am not too sure about the technical details, but the workaround was that you should EXPORT the downloaded PDF as a new PDF using Preview. Apparently, the issue is linked to how Preview handles certain PDFs based on the file format. While I was searching for such a solution, I did come across a potential tweak for people facing this issue. Last month, I ended up buying a MacBook Air M1 and I haven't faced similar annotation issues since, but I have also been annotating a lot less recently.
